Big Bear Housing Project Moves Forward, Leaves Local Wildlife Advocate Group and Community Concerned

On Sept. 10, 2025, the County of San Bernardino Board of Supervisors approved a major new housing development project called “Moon Camp” that would pave the way for 62-acres of 50 residential housing units and a large marina in the north shore of Big Bear Lake, targeting local wildlife. This project was originally proposed on July 28, 2020; despite the profuse amount of concerns and objections from the Big Bear community, it was ultimately decided that this project would move forward. Local advocacy group of Fawnskin “Friends of Big Bear Valley” (FOBBV) filed a complaint with the project, deeming it a great harm to local wildlife and locally beloved bald eagle couple called Jackie and Shadow.

This housing project plans to bring customizable homes for residents and frequent visitors of Big Bear Lake; it includes a 55-boat slip marina and 50 single family residential lots. Further, it will include 3 water-well sites, bike paths, new roads, and a potential reservoir site. Despite the project being confirmed to have significant effect on the surrounding environment, there will be “conservation easement for bald eagle and rare plant habitats” according to the plan’s Final Environmental Impact Report No. 3.

Local community members and non-profit organization Friends of Big Bear Valley expressed their worries for the bald eagle population residing in Big Bear Lake, including famous pair Jackie and Shadow. The couple gained significant attention on FOBBV’s Nest Cam on YouTube, even being shown in SBVC’s library for students to watch while they study or work on assignments. However, FOBBV states that this project could cause the bald eagles to “abandon their nest and leave the area.”

Amid concerns and legal action taken by Friends of Big Bear Valley, there is no current set timeline for the construction or opening of project Moon Camp.
